Dr. Ammar Hamadien designs sovereign digital development policies and institutional alignment frameworks, drawing on more than 30 years of executive experience across multilateral organizations, sovereign ministries, and private-sector boards. Operating at the intersection of regulatory reform, technology diffusion, and development finance, he architects scalable digital inclusion programmes aligned with national development mandates.
His operational tenure includes strategic leadership roles as Director General of Sudan’s National Information Center, Head of Government and Regulatory Affairs (MENA) at GSMA, Director of Products and Services at Zain Group, and Chief Digital Advisor at UNDP. Dr. Hamadien systematically structures multi-million-dollar development funding mechanisms and positions sovereign delegations within global digital governance architectures, including the UN Summit of the Future.
Dr Hamadien holds a PhD in Technology Diffusion Policy (University of Bradford), a Master of Laws (LLM) in Technology, Media and Telecommunications Law (Queen Mary University of London), an MBA from Imperial College London, and an Advanced Diploma in Internet Governance. He is a Fellow of Information Privacy (FIP) and has completed executive education programmes at Oxford, Cambridge, LSE and the Wharton School.
